Department of Transportation Experience:

For Three Years W.R. Johnson performed Construction Management services for the Department of Transportation and for its CEI companies. The first level of work began with the Acosta Bridge Replacement Project where we were a sub-consultant for Claims Resolution wherein the Contractor, Rosiek Construction Company placed a large Claim against the Department for Differing Site Conditions and other impacts. In support of the Department we reviewed the Claim Issues and wrote a complete position report that was also given orally to the Department.

In 1993 W.R. Johnson, with its joint venture partner, performed Construction Management Services for Eisman & Russo, a CEI firm managing two segments of the I-295 Widening in West Jacksonville. We also performed the same service for ICF Kaiser, another CEI firm managing the other two segments of the I-295 Widening. For these CEI’S we balanced the initial budget of Pay-Items to Bid and validated the Contractor’s Baseline CPM for logic and succession of activities. In performing the monthly update analysis we added the supplemental agreements to the forecasted budget, participated in the Contractor’s monthly meetings advising the CEI of the projects position, requested the Contractor to correct any discrepancies in his schedule, produced variance reports, and noted any changes to the schedule plus many other services.

 

In Continuation of Our DOT Work we have helped initiate a resource loading program for the Department, produced opinion reports and findings on non-DOT Road & Bridge Project disputes. In 1994 we made a joint presentation with a CEI firm that had been short listed, to the Central Office for Statewide Claims analysis, the team finished second. We also joined the PBS&J Construction Team as a sub-consultant for District Two’s “General Consultants Contract” which they finished second. Just recently we joined the PBS&J and RS&H team for support services to the Fuller Warren Bridge Project and finished second. Our work as a Claims Consultant has also been approved by the Georgia Department of Transportation and we are on their list of Construction Management Consultants.

Scheduling and Technical Expertise:  

W.R. Johnson & Associates employs top-level scheduling personnel to perform our Construction Management Schedule Analysis and Production. These Planners and Schedulers have many years of Construction work experience and are fully qualified to perform their analysis. The W.R. Johnson team uses computer-based Project Management Control Systems (PMCS) in our office and on the job site. Our major software system is Primavera P3 Finest Hour and Sure-Trac. Our CPM analysis has proven to be very successful in resolving disputes or claims where it has been used.

In validating the Baseline Construction Schedule we balance the bid items to the pay items, verify for logic sequence, submittals, critical path logic, on-line operating dates, completion timetables, milestones, restraints, contract calendars, float etc. In analyzing the updated schedule we report all aspects of the construction process to the CM. This report will show all variances, float, budget balances, supplemental agreement changes, calendar changes, completion dates and any other pertinent information necessary for the control of the project. Good schedule controls require Cost Engineering expertise. Our personnel have this knowledge and apply it to their project controls work.

For Our Clients we can perform all aspects of good Project Control and CPM analysis. We can place our best Senior Planners and Cost Engineers and Claims Resolution personnel on any project. On a weekly / monthly basis we will assist in resolving all issues that may have an impact on the projects completion and success. We have the expertise to perform all Cost Engineering Analysis, Impact Studies, Contract Changes, and Resource Loading. If for any reason there is a dispute we can support Counsel with all documentation and findings for arbitration. We have a great deal of expertise in Contract Dispute Resolution. Our team takes a pro-active approach to handling issues that have a direct bearing on the projects success.
